Abstract:
In this article the Director General of DRG, the French Directorate for Regulatory Affairs, examines the conditions that regulators, both national and international, can establish to encourage the entry of private operators into the telecommunications marketplace. The steps taken by the DRG, which have been intended to liberalize all aspects of telecommunications except public infrastructures and voice telephony, are described in detail.
