Liberalization of eastern Europe: Economic restructuring and the telecommunications industry

Abstract:
Events since 1989 have profoundly altered the political and economic shape of Eastern Europe. The European Community, in particular, faces new challenges and oppurtunities as it is called upon to help in the restructuring of the old command economies, and it also has difficult decisions to make in response to new applications for membership. The three main issues determining the success of restructuring will be organization, capital and technology. The author considers these variables as they apply to the modernization of the telecommunication sector, and discusses Japan's role in the process.
