Abstract:
This Comment examines the relationship between regulatory processes and technological innovation in the USA, using games theory to analyse three regulatory proceedings. It suggests that, by creating new market opportunities and competitive dynamics, technological innovation drives regulatory reform at least as much as regulatory structures influence the deployment of technological innovations. It emphasizes the significance of the political dimension of regulatory processes, both within and beyond formal proceedings.
