Telecommunications development in the Republic of Korea: An alternative model?

Abstract:
This article details the evolution of telecommunications policy in Korea and examines in detail its effects on the development of modern infrastructure and advanced service offerings. The dynamic expansion of the sector has been fostered in part by liberalization, but the government has played a guiding role throughout. Korea's experience shows that liberalization or privatization per se does not guarantee development; rather, government must ensure that a form of liberalization suited to the conditions of the country concerned is adopted.
