Asynchronous transfer mode and public broadband networks: The policy opportunities

Abstract:
Asynchronous Transfer Mode (ATM) is a new switching and multiplexing technique designed for broadband, multi-service communication networks. Wide-spread adoption of ATM technology into the public network could have the effect of transforming the telephone network into a service-independent communications platform, upon which a variety of information and communication services could be provided. The design of public broadband networks around ATM technology offers the potential for furthering the Federal Communications Commission's policy of Open Network Architecture.
