A review of AT&T's business history in China: The memorandum of understanding in context

Abstract: After reviewing a brief history of AT&T in China up to the restoration of trade and diplomatic relations in the 1970s, this article focuses on AT&T's experience since the 1980s. AT&T's stumbles and missed opportunities are made up for by its signing, in 1993, of a comprehensive Memorandum of Understanding (MOU) with China's State Planning Commission. The MOU outlines a partnership with AT&T involving 10 areas of cooperation. The MOU and its preparatory negotiations are summarized. The article finishes with a review of COCOM and Most Favored Nation issues and their impact on AT&T's ability to compete in China, a reminder that business ventures are still subject to changes in the political climate between the USA and China.
