Mobile and personal communications: The European commission's green paper

Abstract:
This article reviews the European Commission's Mobile Green Paper, which proposes a coherent policy framework for the mobile communications sector in the European Union. The Green Paper stresses the Commission's desire for an active discussion involving institutions of the Community, network and service providers, business users and customers before final decisions are taken. This article considers the main trends and opportunities, barriers to be overcome, and the Commission's recommended way forward and implementation measures.
