Australia's costly telecommunications ballot

Abstract:
Ballots are in progress in Australia to record the individual preferences of telephone users between competing long-distance carriers, Telstra and Optus. Pre-selection will then replace use of digit '1' for access to Optus. The programme will take four years and cost around A$60 million. Results for Canberra, Melbourne and Sydney show that Optus has already captured about 15% of customers. This is high in comparison with experience in other countries and is substantially due to the simple prefix '1' for Optus. Consequently there is divided opinion about the need for the costly national ballot and change to a pre-selection system.
