China's information superhighway: What is it and who controls it?

Abstract: This paper focuses on China's telecommunications sector from a national perspective, and summarizes the structure of the country's information superhighway. It then analyzes the changing regulatory and policy framework, and the competition among current and potential players in the market. This leads to a final discussion on the implications and likely outcome - who will control the superhighway in China.
