Formulating computer/communications policy

J. C. Madden

Telecommunications Policy, 1977, vol. 1, issue 3, 188-195

Abstract: The author discusses approaches to policy development, using as a concrete example his experience as a member of the Canadian Computer/Communications Task Force and of a companion Task Force on Computers and Privacy. He examines the difficulties of relatinf policy to explicit national objectives, and suggests areas for emphasis through a description and application to communications policy of the Benedict-Maslow concept of 'social synergy'.
