Abstract:
The author discusses approaches to policy development, using as a concrete example his experience as a member of the Canadian Computer/Communications Task Force and of a companion Task Force on Computers and Privacy. He examines the difficulties of relatinf policy to explicit national objectives, and suggests areas for emphasis through a description and application to communications policy of the Benedict-Maslow concept of 'social synergy'.
