Telecommunications Policy, 1996, vol. 20, issue 7, 469-474

Abstract: Last February, in one sweeping piece of legislation, the US Congress 'deregulated' the telecommunications industry creating a flood of benefits for consumers. In reality, consumers will get a trickle compared to that which genuine deregulation would have achieved. In spite of all of the headlines and the hoopla touting the benefits of competition and private investment, the new law fails to address the most important impediment to achieving it--outdated regulations. The elimination of outdated regulations would stimulate competition and restore incentives for firms to invest in new infrastructure technologies. It will not be long before the headlines will be rewritten and the new law becomes (in)famous for that which it failed to bring about.
