End of the line for the local loop monopoly?

Abstract: This paper argues that local network competition is increasingly feasible, both technically and in terms of cost increasingly accepted by investors, and offers important public policy benefits--especially the potential to stimulate investment. The author describes how local network competition is contributing to improved economic performance of the telecommunications sectors in such countries as Ghana, the Philippines and Sri Lanka.
