Japan's stumbling policy for competition in the telecommunications industry

Abstract:
Japan's reform policy of telecommunications, in more than 10 years, has ended with no remarkable results. The reason is the failure of the policy which gave priority on the development of the industry over the promotion of benefit to users. In this paper, the focus is on the policy towards a competitive market, which is central to the debates concerning the NTT review. We argue that the reform policy failed because it inclined towards forming a protective structure for new entrants, instead of promoting competition, by providing theoretical considerations as well as empirical analysis.
