Bridging the generation gap. Will LEOs provide what GEOs couldn't?

Abstract: New wireless telecommunication services provided by low earth orbit satellites offer many opportunities and challenges for national operators. But will they provide interconnection to the PSTN in underserved and rural areas? Thirty years ago, geostationary telecommunication satellites also promised increased access but they have been unsuccessful in fully meeting demand in developing countries. This article identifies some of the key regulatory and policy issues raised by LEOs and also examines the attempt to reach a common multilateral understanding at the WTPF-96.
