Price discount schemes and inter-country comparisons of telecommunication tariffs

Abstract:
The purpose of this paper is to present a progress report on the nature, extent and policy implications of the broadening range of price discount schemes for telecommunication services available in OECD countries. In particular, the paper examines the extent to which information on price discounts can be used to systematically adjust standard price data so that inter-country price comparisons are based on prices which are more reflective of prices actually paid by customers. The paper also raises several policy-related questions concerning the spreading use of price discounts.
