Derivation of user communication requirements

Abstract: This article outlines a comprehensive approach to the determination of a user's communication needs. A clear understanding is needed of a user's organization and its internal and external environment before deciding what type of communication system changes should be considered. In other words, the problem should be defined before solutions are sought.
