A systemic focus for communications research, debate and policy

Abstract: Communications content is manipulable only with extreme difficulty, and communications technology is only tenuously directable towards the social objectives of policy. Therefore a new, 'systemic' focus for communications policy, and the research and debate which support it is needed. A descriptive and analytical model of communications systems (called the CETTEMometer) is presented and demonstrated which focuses neither on content nor on technology, but encompasses both. The CETTEMometer is a five-by-five data collection matrix. It is proposed that the parameters of the matrix are the independent variables that control content quality, and that they are also appropriate for measuring the contribution of technologies and media to human communications.
