Latecomer cost handicap in satellite communications

Harvey J. Levin

Telecommunications Policy, 1985, vol. 9, issue 2, 121-135

Abstract: This article offers an overview of equity and efficiency in the management of global spectrum resources. It identifies latecomer cost handicaps and outlines a methodology to assess these costs empirically. The paper also considers the degree to which free-rider benefits offset any handicaps. Finally, eight possible arrangements are identified through which latecomer cost handicaps could be avoided or offset.
