Usage sensitivity and priority coding: a flexible approach to telecommunications pricing

Abstract:
This article proposes a priority coding system to decrease peak telephone demand and decrease costs to the telephone company. The system has been used for computer time and decreases the cost of servicing off-peak users as well as decreasing the price to such users.
