Abstract:
•Equity is receiving higher priority in new land use transport plans for London and Vancouver.•Providing public and active travel opportunities for all is the main approach, supported by strengthening communities.•The Sen/Nussbaum capabilities approach suggests ways to increase the likelihood of successful implementation.•Trip values linked to social exclusion risk can provide a way to better reflect transport opportunity equity.•The concept of threshold service levels should be extended from public transport to active travel and complete communities.
