Abstract:
This paper compares and evaluates the development of new light rapid transit systems in two superficially similar cities in contrasting policy environments. It analyses the local and national transport planning contexts which encouraged the choice of an automatic underground Métro for Toulouse (France) compared with the choice of a street-running tramway for Sheffield (England) and contemplates the policies needed to ensure effective use and development of the two systems.
