Promotion of patent literature

Abstract: In its report EUR 5952 of 1978 the Commission of the European Communities published the results of an enquiry into the use of patent documentation which revealed that a mere 5 % of potential users availed themselves of the opportunity. The aim of this article is to lay bare the causes, psychological and material, of this disturbing state of affairs. The publicity adopted for the promotion of this type of documentation seems ill-suited to the purposes envisaged, and there is a need for training schemes for the three main types of potential user.
