Commercial exploitation of academic and scientific research inventions - a new duty for patent information centres

Abstract:
The problems arising from the low level of use of the patent and other industrial property rights and information in German academic and scientific research organisations, and methods of tackling them, are described. It is proposed that the more positive approach by the universities and similar organisations can be well supported by the many regional patent information centres, such as that run by the Hamburg Chamber of Commerce. It is argued that wide-ranging commercial exploitation centres are needed to help these organisations ensure that their inventions reach and benefit the public through technology transfer, as well as providing a proper return to the universities and research institutions themselves.
