Evaluation of the feedback in the form of article 115 EPC observations

Abstract:
Article 115 of the European Patent Convention makes it possible for third parties to introduce observations concerning published European patent applications. This source of information coming from outside the EPO was explored in order to obtain an opinion about its value as a standard for search quality. Other quantitive aspects of minor importance are also reported.
