Estimating International R&D Knowledge Spillovers

Abstract:
This paper develops an equation of national knowledge accumulation and uses it to estimate the size of international innovator-to-imitator R&D knowledge spillovers using aggregate data. The equation is compared to existing measures of international spillovers from foreign R&D. Because these measures do not distinguish between imitative and innovative research efforts, their estimates of spillovers from foreign R&D may be biased. The empirical results are preliminary, but suggest that the magnitude of spillovers may be consistent with the case study work of Mansfield et al. [1981].
