Abstract: Empowerment is the most popular concept among modern management and organization applications, which improves the decisional authorities of employees and supports their personal development. Personnel empowerment is the most suitable management understanding considering the familiarizing of an organization with employees, showing that they were esteemed by the managerial level and enhancing their participation to their work. In the labor intensive tourism sector, empowerment applications play an important role increasing the employees’ productivity and ensuring the organizational efficiency. The permanence and success of hotel enterprises which give priority to customer satisfaction and personnel satisfaction depend on the quality of the personnel and on a continuous increase in this quality. This study determines the dimensions of the subject, explains how this subject is perceived by managers and employees, and what are the conditions of success.
