Modeling fiscal relations in a transition economy

Abstract: The author considers different approaches to modeling of fiscal interrelations in a quickly changing economic environment. He formulizes the optimality criterion of a taxation system, and investigates the dynamics of the parameters of the budget revenues curve for recent years. He shows that, according to that criterion, Ukraine's taxation system is characterized by excessive tax pressure of the economic environment. The article contains a model that allows to calculate dynamics of budgetary revenues in case of change in tax burden.
