District budgets in the context of efficient system of inter-budget relations

Abstract: The author considers key problems of the formation of district budgets in Ukraine. She proves that the absence of strict determination of the local government's powers on the district level has a negative impact on the district budgets' condition and on this country's budget system as a whole. The author also justifies a sequence of measures to reform inter-budget relations and improve the condition of district budgets.
