Abstract: Questions of public administration of innovative development of economy during the period of institutional changes are considered. The major factors, braking introduction of innovative model are determined, and ways of creation of an infrastructure of the innovative environment are designated at formation of a postindustrial society. The tasks facing state bodies during formation of a control system of innovations are planned.
