Budgets of mono-specialized towns with seasonal financial flows: problems and ways of their solution

Abstract: The author considers the factors affecting the seasonal character of the formation of budget expenditures in mono-specialized towns, and those determining the financial equilibrium in the budgets of such towns. She justifies the ways of practical use of the principle of fiscal equivalence for consolidation of the revenue base of local budgets by means of the coordination of actions between central and local authorities in budget policy.
