Development budget in the context of ensuring economic growth in Ukraine

Abstract: The author defines the principles, which should be met in the model of the realization of the concept of two budgets in Ukraine. Basing on those principles, she makes proposals as to the construction of the budget mechanism of economic growth by way of improving the development budget at central and local levels.
