Abstract: The authors advance the basic arguments in favor and against the development of a national system of crisis monitoring. They give a detailed presentation of a set of program-and-analytical tools called "The system of monitoring the threats to stable economic development" and define the key problems in selecting the proper indicators to avoid financial instability.
