Recently, in the times of so called global speeding-up the idea of innovation has been endowed with special meaning and the tendency to innovation or introducing new products, technology and services has become one of the chief attributes of international competition. The innovative cannot be occasional but should be systematic. It is related to a danger of failure as the research which must be done by the mustn't which is going to introduce an innovation does not always end up with success. However, if the mustn't decides not to take the challenge it is faced with the risk of losing a competitive position as a result of not introducing innovation. This is the chief dilemma of development which every subject on the market is faced with. The state which may actively support the development of innovation of the economy not only by the financial support in the field of research and development but for example by creating the venture capital funds or by private funds.
