Abstract: This paper, starting from an analysis of recent evolution in urban planning and housing policy and a discussion of the perfomance and present problems of the housing market, explains the appearance of the policies of regeneration of urban centres and considers the more important social consequences which these urban recovery plans are going to generate if radical changes are not produced in the direction of housing policies.
