Abstract: The encouragement of the R+D and technological diffusion has become an essential part of the current economic policy. The present article analyzes the Basque Government performance on the promotion of the R+D during the past decade. After a short diagnosis of the situation before 1981, a descriptive and quantitative analysis is carried out, focussing on the aid programs of the Trade and Industry Department. The effects of these programs on three agents: Firms, Technological Centres and University are analyzed, specifically their implementation, achievements and deficiencies until the present moment.
