Abstract: The interpretation of the employment policies during the crisis should be understood as an additional dimension of the general economic model developed in the 80s. Specifically, the employment policy has introduced in the labour market those practices that the regulated activity of the State was using in the rest of the Economy. On the one hand, the general diregulation practiced in the Economy has taken the form of flexibility of the labour market and, on the other hand, the numerous public incentives offered to the private activity has its referent in the training policy and the subsidies to job creation. lt does not seem, in general, that there exist a causal relationship between the so-called employment policies and the creation of new employment. These measurements do not pretend directly the creation of new jobs but to manage the labour market to make it coherent with the objectives of the general economic policy.
