Abstract: The first part of the article analyses the information on R activities of companies in the Basque Country provided by different statistical sources (EUSTAT, EITE, the Department of Industry of the Basque Govemment and CDTI), as well as foreign trade data for industrias with a high R content. The second part of the article describes and criticases the Basque Governments planning, coordination and promotion of R activities from 1989 onwards, which amount to an attempt to reorientase the technological policy followed until then.
