¿Qué necesita saber el manager público?: Una formación para la gestión pública

Abstract:
The first issue analysed in this articie is the new reality of the working environment which a public manager has to face nowadays: the swift, radical and unforeseeable nature of the change; the uncertainty and limitations underlining expert knowledge; the contradicting and multiple nature of the demands presentes to the government. As a response to this new reality, the ability to acquire new knowiedge is suggested as a main quality to be expected from the public manager. The future public manager will need to be properly trained on a) research and assessment procedures, b) anthropological and ethnographic techniques, which should enable him/her to deal with a multicultural environment, and c) on studying how to implement public policies. Pursuing the attainment of results and being socially proactive are two lines which are considered to be essential for a public manager. For a public manager, training should necessarily be related to the issue of citizenship. As there is a clear link between policy anaiysis and the sense of citizenship of public managers, there should be special schoois devoted to this purpose. Wildavsky poi:nts out the lack of such schools in Europe, and then stresses the positive role which they can play when it comes to discussing with citizens what citizenship consists of.
