Abstract:
This article questions our ability to go further in the European integration process, unfess more attention is paid to the «European public management» deficit. Attention has so far concentrated on delining new legal competences, following the implicit belief that these competences should by themselves entail those management abilities which are needed to successfully implement them. This management deficit is as vital for the Community''''s future as the widely recogniezed democratic deficit . The Community''''s progress depends on whether new abilities are actually developped related to, in Metcalfes own words, a macro-management or macrostructural and strategic restructuring process, which has in tum an effect on the ability to govem both the Community as a whole and its policies. Although there is a lack of resources in the Commission when ¡t comes to carrying out this function, this shortage cannot simply be solved by increasing its dimension. The key issue, in order to have the Commision working as a proper organisation, does not lay in achieving a more efficient internar management, but rather in improving its ability to promote cooperation outside its formal boundaries, in external connections with the intergovemmental network in charge of developing the European policies.
