Abstract: Given the sheer volume of the report carried out by the Basque Government under this heading, a decision was made to solely include in this paper the two items which were deemed to be more relevant. The first piece, which actually appears in the original report in chapter II, under the title «Context», presents a diagnosis of the Basque administration; as for the second piece, it takes up all of chapter III: «Targets and action areas», a section which somehow makes up the main body of the report. Finally, and due to their implications on the above points, a further section has been included with the resolutions approved by the Basque Parliament on the loth of June, 1993, showing the main guidelines to be followed in the modernization of the Basque administration.
