Abstract:
The Autonomous Community of the Basque Country has developed an active policy of indebtment based on direct participation in the stock exchange markets. In view of this, it seems necessary to analyze what Public Debt has meant in the Basque Country over the years and to reflect on every aspect that may affect its future development. This analysis is made from the two-fold point of view of the primary and the secondary markets. From the point of view of the primary market, the description of the stock is complemented by a series of considerations on the leves of indebtment and the evolution of the financial burden. From the optic of the secondary market, the article is centres on the S.A.C. book-entry system and on the clearing service which the Basque Government has established for the Basque Public Debt. The article concluyes with some consideration on possible improvements to be introduced in the market.
