Abstract: In line with the new approaches to policies of encouraging regional economic development and the notion of technological change, universities have begun to be seen in a new light in most European economies. From this new viewpoint, the existence of a university in a region is considered as one more factor favouring the competitiveness of the region's businesses, so economic policy measures aimed at universities are perfectly justified. This article lists the measures taken by the Basque authorities in the field of technology policy, aimed at favouring the best possible use of the potential of publicly run Basque universities for making the region and its businesses more competitive.
