Abstract: Current thinking on the welfare state is dominated by a line of argument which attempts to present the limits, and thus the crisis, of the welfare state in terms of a conflict between the goals of efficiency and equity. The first part of the article reveals the methodological inconsistencies underlying this type of thinking. The second part presents some elements of analysis inspired by the post-Keynesian economy, which provide an approach for studying the welfare state as an institution which helps to manage uncertainty, thus contributing to the stabilisation of expectations and aiding decision-making by agents.
