Abstract: The low level of utilisation of installed capacity can be seen as a part of the structural behaviour of Basque industry. Analysis of the factors which determine this conduct allows the author to suggest certain proposals of intervention by public authorities, intended to effectively increase occupation by changing institutional and framework conditions in which production activity is carried out.
