Abstract:
In spite of its growing inefficiencies, the Spanish hydrological policy has shown a surprising continuity throughout the 20th century: it has been a supply policy, based on great hydraulic constructions financed by the State through general taxes. The purpose of this article is to analyse the role of the ideas and the interests in the conformation, consolidation and actual crisis of the traditional hydraulic paradigm. The main hypothesis is that the influence of ideas in the formulation of hydrological policy has been subordinated to serve as support to interest groups able to manipulate or influence the political process. The work is based on the theory of collective action and the public choice analysis.
