Abstract: This article deals with the agreement reached in the Montreal Protocol on substances that harm the ozone layer and the measures adopted by some countries to meet their commitments in this regard. It looks at the strategies adopted in the EU (Finland, Germany and the Netherlands), the USA, Chile and Indonesia and summarises the position in South East Asia. The study describes the three different types of measure undertaken in these strategies. These measures are: (1) Control and Mandate measures (quantitative restrictions, prohibitions, etc), (2) Economic Instruments (permit markets, taxes (subsidies) and customs exemptions) and (3) Voluntary Agreements. The article concludes with a series of tables summarising the regulations used in different countries to eliminate substances that harm the ozone layer.
