Abstract: This work evaluates the effective tributary policy of the CAPV from the perspective of the Equality of Opportunities approach. Under this criterion it is desirable to act to compensate people by the circumstances in that they are born but it is necessary to allow the differences originated in the individual effort. The main conclusion is that the Basque tributary system could be more egalitarian of opportunities because the cost to implement a policy of this type is small.
