Abstract: The structure and characteristics of the current Basque public sector are analysed in this work, studying the implications of the statutory model of Economic Agreement in terms of fiscal pressure and financial capacity. The financial relationships and the flows of transfer between the Autonomous Community and the State are also studied, together with the conflicts on normative capacity between both entities. The article ends by analysing the internal model of articulation and the financial relationships between the Basque Government, the Statutory Diputations and town councils.
