Abstract:
The adoption of information technologies and communication networks in different social spheres has also afected the tasks of government and administration. In that dinamic have been produced a number of studies about Electronic Government (heretofore e-Government), although with little clarity about actual approaches, the content of the concept and its limits. This article confronts this reality addressing three dimensions of the concept (e-Administration, e-Democracy and e-Governance); three roles linked to Governments and Public Administrations (provision of public services, promoters of democracy and promoters of governance and policy-making) using Information and Communication Technologies (ICTs) and the Internet; and critical actors involved in the development of e-Government projects. The main conclusion of the article assumes the importance of actors in order to enhance public activities and the necessity to take technologies as an opportunity to deploy Governments and Public Administrations with relational principles, further from fads or concrete momentus.
