Abstract: This paper begins with an explanation of the present general context in which are framed the concepts of innovation, competitiveness and productivity. Once those are giving a definition, the article analyses the relation that exists between them at the macro level as well as the microeconomic one. Further on, and after an introduction of the concept of innovation system, comes an exposition of the various politics of support of the innovation. Likewise, there is a commentary of the mains characteristics of the innovation system of Spain and the ones of the Basque Country that ends with a brief comparative analysis of both. This section of the paper concludes with an explanation of three identified dimensions of the innovation politics. Finally, the author put special emphasis on two fundamental aspects of the innovation in the enterprises through the analysis of the auto motion sectors, services and enterprises services.
